The initial database is being used

The Master Database houses the category and protocol definitions that provide the basis for managing Internet content.
A partial version of the Master Database is installed with your web protection software on each Filtering Service machine. This partial database is used to enable basic functionality from the time you enter your subscription key.
You must download the full database for full policy enforcement to occur. See The Master Database for more information.
The process of downloading the full database may take a few minutes or more than 60 minutes, depending on factors such as Internet connection speed, bandwidth, available memory, and free disk space.
